That's great, that's what they're suppose to do. You help them grow.
That's one of the higher levels, so once your power grows you'll be able to eventually. The most you can do now is help plants grow faster. It helps to do that around the city.

But the amazing part comes in once you focus on it. You can grow it to its' complete size in a matter of seconds. Why not give it a shot?
